What does "Synod Chalcedo, Leo imperator, cons. 15. " mean as a reference?​

In context to the last reference (see here) Rutherford is adducing civil laws, so this I assume would be in Justinians code, but I can't align Chalcedon, Leo, and 15 up. Anyone have any ideas?

Figuring it out. The references are supposed to run more together and this does refer still to the Justinaian code (digest, codex, institutions).
